Lib Dem David Lee has won the Caterham Valley seat on Surrey County Council previously held by the Tories.
The Lib Dem candidate polled 1,589 votes (47.5%) with a majority of 246.
The Caterham Valley seat covers the Tandridge District council wards of Harestone, Valley and Whyteleafe - which David also represents. Councillors Alun Jones and Dorinda Cooper hold both the Valley seats for the Lib Dems.
In the Caterham Hill, Lib Dem Chris Botten held on to the seat following a recount, winning by just 12 votes. The seat was previously held by John Orrick for the Lib Dems.
Liberal Democrat councillors have welcomed the decision by Conservative-run Surrey County Council to cease the publication of its unpopular "Surrey Matters" magazine.
The magazine, which has cost council tax payers over £1.2m since 2011, was axed following a meeting of the County Council's Cabinet at the end of March. The last edition was published in January 2017 and the cancellation will save the County Council approximately £250K a year.

Liberal Democrat councillors have strongly criticised the Conservative-run County Council's plans to axe millions from essential services for Surrey residents, which were finally revealed today.
Road safety and highways budgets will be hit as millions of pounds are taken away from essential Surrey services, and there will be a £735K reduction in the public transport budget as bus services are cut or removed altogether.
Liberal Democrat county councillors in Surrey have written to the Conservative Cabinet Member for the Environment asking him to name the date that the controversial "Tip Tax" will be scrapped.
